Suggestions on Inadequate Resources in a Small Machine Shop

I work in a 35 person machine shop who is currently certified to AS9100C.
During our last audit we had a number of NCR's issued. My top management relies on mostly me (Quality Mgr/Magmt rep) to take care of ALL activities related to being certified. I submitted on a couple of them that the cause is due to inadequate resources provided to ensure all aspects of the QMS is being monitored.

Im stuck on how to answer the cause without saying our senior management is not involved, and I do not get much (if any) help keeping our QMS current to what is required.

Any body have any input on how I may give an appropriate cause response without pointing that finger.

I plan on trying to motivate senior management to give me help to perform some of my daily activities (paperwork) so that we can be more effective in monitoring the effectiveness of the QMS.

Short answer.....Money.

The company is certified to AS9100C to increase revenue and profit.
What is the cost of keeping the cert? (i.e. how much additional resource is needed?)
vs.
What is the risk of remaining under-resourced (measured only in $$ impact of losing the cert)

Give the cost-benefit and risk assessment.
Mix in a decent dollop of how much work you've done with the resources available so the blame doesn't land on you (unless you deserve it).

Make sure your statement of risk is unbiased and not exaggerated.
Then see how they make the call.

If they underswtand that you are doing a good hard (effective) day's work, and the job still isn't getting done...they have a choice to make. Give them the facts they need to make it.

Realizing that you are still certified to AS9100C, I am sure that Rev.D is in your radar screen.

Try a new approach, using a KEY REQUIREMENT of Rev. D to your benefit. 5.1.1 c) requires that top management ensures the integration of the QMS into the organization's business processes. "Force" your top management to live by the intent of this requirement and your responsibilities to maintain the QMS should now be distributed to the other process owners, thus making it easier on existing resources...That, is, if we are talking about resources such as time, personnel. If we are talking about resources such as equipment, tooling, etc...the advice does not apply.
