Truthfully, this subject has been covered so many times that you will get much better results to look through what is already here and then formulate specific questions. Well, if you look through and read some of the exising discussion threads, you will see implementation steps discussed. I'm not sure there are any discussion threads specific to an Industrial Cement Products company here, but the same theory of integration of management systems is applicable to all types of companies. The only differences are in the specific processes.

In a typical IMS project primary focus needs in the legal / other requirements, aspect impact analysis, hazard risk assessment. Once this is done you will get the areas needing OCPs. With that us starting point you can develop levl 3 docs and level 4 docs. Then after the entire project of integreting the standards a cake walk.
