ISO 45001:2018 - Occupational Health and Safety Management Standard

Hello !

So, the ISO 45001 will be a new deal regarding OSHMS models at international level (even it seems to be ignoring the ILO reference). Reading this first ISO OSHMS standard draft I am happy to see this futur standard is not just copied-pasted from the BS one as the BS has been itself "plagiarized" from ISO 14001.

Hello !

Personally if my compagny was starting now (end of 2014) an OHSMS implementation I will use ILO-OSH (as usual in my own case) or this ISO 45001 draft http://www.iso.org/iso/home/news_index/news_archive/news.htm?refid=Ref1874 , not the BS one...

Same regarding EMS or QMS, it's time to use next ISO 14001 and 9001 version drafts to be directly linked on 2015...

As of this posting ISO 45001 is at the Draft International Standard (DIS) Stage. Comments are due to PC 283 shortly. US will be submitting over 100 comments and will likely vote no to move to FDIS. As a participant on the US TAG the development process has been difficult.

ASSE is the TAG leader in the USA and some of the TAG leadership are heavily vested in ANSI Z10 (the US default position) and have limited experience with ISO standards. Consequently many rookie mistakes are being made including, requirements resulting in over documentation, redundancy, lack of clarity in the requirements (difficult to audit) and the list goes on.

There has also been great tension between organized labor and almost everybody else on the TAG. Organized labor is skeptical about the intention and has approached their involvement in the process as a labor management negotiation endeavoring to win as much for the worker as possible. Sometimes I wonder if they would be satisfied if every other word in the standard was either "worker" or "Worker Representative".

The TAG dispositioned over 800 comments on the DIS over that last 3 months to arrive at the current list that will go to the PC. That process was also not particularly well executed and has left a bad taste in the mouths of some of the leadership and members. Other important issues to keep an eye on are: 1. Risks to the Management System. 2. Requirement to use the Hierarchy of Control(s). 3. Worker participation in the Management Review Process. 4. Definition of worker and workplace. 5. Outsourced processes and contractors.:)

Just this morning I was been in a meeting of Italian Association for Quality on ISO 45001 status and the relators said that the last draft was not approved with the final vote by these members: USA, Australia, Canada, Jamaica, Turkey, Austria, Belgium, Sweden, Denmark, Spain, Germany, France and Italy . So that the final output expected in October will be postponed to 2017

the last News and updates are from 6 of july 2015 and states :

ISO/PC 283 starts to review the CD2 comments
The Task Groups from ISO/PC 283/WG1 met in Dublin to start processing the comments received during the ballot on ISO/CD45001.2.

Could be that the Secretary of PC283 have forgetted to inform the followers about last news of this project?

Hello !

It actually seems that ISO has trouble to communicate on the vote rejecting the second draft of the ISO 45001 standard.
Several major countries have weighed in this refusal, as USA (perhaps because USA have its own OHSMS standard inspired by ILO-OSH ?).
