ISO 17020 Inspection Bodies - NDE as part of manufacture?

We are an ISO 17020 accredited Type A Inspection Body which also supplies NDE services. We have been notified by our local regulatory office that we need to be certified to Type C as they consider NDE as part of manufacture. We dispute this and we can demonstrate total impartiality and independence between the inspection and NDE departments within the company. Can anyone in similar circumstances with any information or interpretation in this regard kindly assist.:thank you.

Does your company's NDE laboratory accredited against the requirements of standard EN ISO/IEC 17025 or simply part of a company?
