United Arab Emirates and US Army Contracts

Is medical device registration required if a company in the Jebel ali free zone (Dubai) distributes/sells product to the central buying department of the US army? I am told that there is no registration required since the product will not go through KIMADIA and will only be approved and verified by the central buying department of US Army. I am not familiar with military contracts or the regulations in the free trade zones. Any help on this would be greatly appreciated. My google searches are not finding the results that I need.

I heard that medical devices are not regulated in UAE and the regulation draft will come into force in 2020 ? is that correct ?
if so, is there an official information or letter talking about that ?
