I suspect that the reason is because TS 16949 states:
ISO/TS 16949:2009 said:
This Technical Specification, coupled with applicable customer-specific requirements, defines the fundamental quality management system requirements for those subscribing to this Technical Specification.
Your system should be built to meet the customer-specific requirements. Whether you choose to address these requirements in the manual or not is a decision your organization needs to make.

This is an older post from me. It includes an example of a CSR matrix.
My matrix is an older version, but it can easily be modified to make it work for you. All my Automotive Supplier Clients maintain this as a separate document, but is referred to in the Quality Manual. As long as the link is clear and the document is kept updated, you should be OK. Great tool for planning for CSR audits...
