Should the design and development function have its own dedicated purchasing and stores support in order to effectively perform the activities per the design and development plan ?

I think it depends a lot on the size of the company, and the size of the D&D function. Most large OEMs have dedicated purchasing and inventory for development purposes.

Apart from the organization size, my interest is in design and development structuring within the organization, in order to meet tight schedules in new product release. I have heard several instances in my experience where design fail to deliver in time on account of delay in sourcing., mostly the custom designed parts.
