I'm just a new here. Please help me construct a quality objectives for engineering department, (R&D). Here's our company policy. Customers satisfaction focused on COQ. Contiuous product and people development.

You have to get the stakeholders involved in this for ownership of the objectives

What is the scope of the department? How does what the department does contribute to the company's operational success? Write those down and you will get an idea

Management decides that we should have our own objectives inlined with our company policy.
Our department mainly focuses on research and development of a particular product. And also improving our production operations.

Your management is right and wrong.
Right that quality objectives must be in line with meeting the company quality policy.
Wrong that you should have your own objectives.
This is what the ISO9001 says about objectives.
Top management shall ensure that quality objectives, including those needed to meet requirements for product [see 7.1 a)], are established at relevant functions and levels within the organization. The quality objectives shall be measurable and consistent with the quality policy.
Your objectives established must have the top management approval, so that you can go about monitoring, measuring and reporting back (management reviews) and in the process improving your performance, at relevant functions and levels.
They must be purposeful, measurable, and time limited.
They must take into account your present measured levels, and target achievable levels considering all your resources at your disposal.

I think this post is confusing two similar but different things.

Quality Objectives (cl 5.4.1) shall be determined by Top Mgt to support their overall strategic plans. Then applied to the relevant levels as applicable. This does not state that there needs to be a Quality Objective for every process, though many companies do that.

Criteria for Effectiveness (cl 4.1.c) and monitoring and measuring each process (cl 4.1.e) is required for each process. To improve a process, you need to measure the relevant criteria that are important. The best approach on this is to agree with management what are the success criteria for the R&D and Engineering processes, and then, based on those critier, decide what to measure and if appropriate, set targets.
