I'm looking for an operational framework document for Quality department which will state the various activities (QA & QC), roles, objectives.

Adaym my initial response is that the Q departments objectives should align with / support the company's strategic objectives and be customer focused. Are there strategic objectives? Your resource configuration will manifest from knowing.
Yeah, I'd love to have a standard model to refer to, but given the variety of situations we all are employed in almost anything you draw up that feels appropriate to your situation would be legitimate. Once you had that model we could argue fine points if it was a slow day
