Mil-std-1916 has within it a sampling plan that is C=0. The standard is more than a sampling plan. The differences are discussed in many threads in the cove. You can find these threads by using the search function for mil-std-1916 and mil-std-105. I believe you have posted this same question in the follwing thread https://elsmar.com/Forums/showthread.php?t=10209&highlight=1916

The handbook posted in the thread explains the basis of the plan. The differences in the two plans mil-std-105 and mil-std-1916 can be seen by comparing the operating characteristic curves of each. If you need a copy of 105E, PM me with your e-mail address and I will e-mail it to you.
