ISO 9001:2008 finally released

I see that the ISO website still insists that merely "meeting" a customer's requirements somehow "enhances" its satisfaction. Does this not mean that satisfaction would still be achieved if you fail to meet requirements?

"The purpose of the process approach is to enhance an organization’s effectiveness and efficiency in achieving its defined objectives. In relation to ISO 9001:2008 this means enhancing customer satisfaction by meeting customer requirements"

Is this not nonsense?

ISO has released the 2008 version of the popular standard on Saturday Nov 15th.
Most of us were expecting the release from its original expectation date on Oct 28th but the release has been postponed until last week.
