Miner pretty well stated this one. Essentially, any device could be verified to be a go/no go device. just some questions to consider:
1. What is the device you are wanting to make go/no go?
2. What is your rationale for choosing that type of assessment?
3. What kind of standards do you have available to you?
4. What will be the application of this device?
At the bottom of this post there are a couple of related threads that touch on go no/go verification. I remember other threads here too, as I remember posting at length about go no/go, but I can't locate them.
Anyway, take a look around on those posts, and using the search function. When you get a chance, maybe post back with a little more information.
