In my other job. The process started with formulation of an HSE Policy for the Organization. Then for the next 3/4months towards certification we had "awareness exercises" at least once a week - involving role plays, presentations of various members of staff (shop floor to management level). All these were also photographed and filed.

Being a production facility, we had morning meetings every other day - all meetings throughout the site Started with a "Safety Brief" a different for each session.

When the risk assessments had been completed the next level of awareness moved to the various sections and the risk inherent in their locations.
