Please Help! ISO 15189 - When commercial QC Material is not available

What should we do if commercial Quality Control Material is not available for a particular test with regards to ISO 15189?

The "Commercial Quality Control Materials" are also called as Reference Sample materials.

Hi,
I meant the third party controls which are available in the market like the Biorad controls or the Randox controls etc.,

Could you be more specific if your are asking qualifying an "In-house or working reference material" over the "Reference" or "Certified Reference Material" ?
