It sounds like your site's management is helpless. That is not a promising thing as the 2015 standard asks for their engagement and accountability. Big VA QA Guy talks to the boss almost every night, but you are the one who is there. You can work to prepare people to understand and be comfortable in walking through risks and operational controls, their responsibilities etc. for certification and the company's health, and issue NCRs for things like overdue document approvals (Kronos147 made very good points) and other things not done as required. You can do your best while there, for it sounds like you have good reason to want to maintain stable employment.
If you want the company to succeed, do your coach/facilitator thing as Big VA QA Guy cannot do (not being present) and prepare for certification as best you can. Your management needs help. Give it to them.
I have found that hindsight is crystal clear but the really hard part is patience. My professional career looks like a Wizard of Oz story in a way. My resume makes it look like I can't hold a job. But now, it makes sense.
Chin up: Do your best, do the important things, look out for yourself and your family, stay positive (it seems everyone likes a winner). Things have a way of working out as they are meant to.
