They accepted the purchase order and sent in the parts. That is not saying "no", that is not complying. An upfront additional cost on their end should have been communicated back to us before they accepted the P.O. That's the way it should work. I appreciate all of your feedback, but it doesn't answer my original question as to what others do in this situation. Thanks.

I believe the OP is saying that they simply need a CoC statement of compliance with each shipment. If they do it once, why not send a statement with every shipment? It sounds like he is not getting this.
We are required by our customers to send one with every shipment as well, just a paper exercise mostly, an extra piece with the packing list, not a big deal. We have suppliers we routinely have to ask to provide one, some of the bigger suppliers will not provide one, or provide a blanket statement on their website. We live with what we get, but it is a standard note in the purchase order terms.

We supply to our customers a ROHS conformance statement from our material suppliers and send this to the customer with each change of the Mill certificate for the material. We simply state on all of our purchase orders that we require the supplier to supply the RoHS compliance statement from their supplier.
This works for us it is not a lot of cost to us or the suppliers as it simply shuffling paper from supplier to customer. Customers are happy as they are able to show the paper trail of RoHS compliance for the parts we make for them

Hi, I think you need to step back a level.

If you haven't done so already, you should familiarise yourself with EN 50581, which will cost Euro8 from https://www.evs.ee/products/evs-en-50581-2012.

As a manufacturer you should assess your suppliers and the parts that they provide on the basis of the risk of the product and the trustworthiness of the supplier and the relationship you have with them.

You are required to do "due diligence".

For some combinations of products and suppliers that might be "CoC with every order and random samples submitted for analysis" or it might be "DoC from supplier and RoHS status checked on website or specified on PO"

There is no right or wrong answer, and if there is any additional work involved beyond supplying a copy of a Declaration of Conformity, the cost will be borne by someone....
