Your response was pretty clear.

Unfortunately, it seems, that stupidity is contagious.

Do the following test with this auditor of yours: ask him/her what is the quality policy of the last company s/he audited. I guarantee you s/he will not know. Nevertheless this auditor works for a CB that is a "supplier" of services to that organization.

Ask him/her how they expect people to become aware of hundreds of customer's quality policies. If they insist it is a requirement, not only appeal of the NC, but demand a change of auditor. People should not be at the mercy of stupid auditors.

ISO 17021-3:2013 (the standard that sets requirements for people involved with QMS audits) stipulates that

personnel involved in QMS auditing shall have knowledge of
a) general business management concepts, practices and the inter-relationship between policy, objectives and results;
b) management processes and related terminology.
These auditors who dare expect that a registrant should make their quality policy aware by all of their suppliers are clearly demonstrating that they simply don't understand how business work, on top of misinterpreting the ISO 9001 standard in a highly obtuse manner. Pathetic.
