Having analyzed your system's processes and their interactions (see clause 4.1 of ISO 9001) you should have a clear idea of the workload of each job title in your organization.

This is greatly clarified by your use of deployment flowcharting as your analytical tool. You could then determine the throughput of your processes in terms of value added and value enabled.

Use throughput data to plan the demand on your system's processes (where duplicated) to balance their workload.

You can then monitor each of these processes against their flowcharted procedures to see how to make better use of your resources so people are neither overworked or underworked.

Please bear in mind that the pace of work is a result of leadership. Working at a purposeful pace is the result of good leadership (and excellent recruiting!).

In doing this you may find you have processes, or activities in processes, that neither add nor enable value. Redeploy the resources from these busywork (unnecessary) processes and activities.

Take the process approach instead of asking people to justify their jobs. If necessary, engage the services of a work study specialist who takes the process-appoach.
