Based on ISO's "Guidance on the requirements for Documented Information of ISO 9001:2015” these are the following mandatory documents for ISO 9001:

1) The scope of the quality management system (clause 4.3).
2) Documented information necessary to support the operation of processes (clause 4.4).
3) The quality policy (clause 5.).

4) The quality objectives (clause 6.2).

IAQG does not have a guidance document but the standard adds the following:

Clause 4.4.2 adder:

5) General description of relevant interested parties (see 4.2.a)
6) The scope of the QMS, including boundaries and applicability (see 4.3)
7) Description of processes needed for the QMS and their application throughout the organization.
8) Sequence and interactions of processes.
9) Assignment of responsibility and authority for processes

Clause 10.2.1 adder:

10) Nonconformity and corrective action management process.

Don't forget AS9100D 8.7.1

"The organization's nonconformity control process shall be maintained as documented information . . . "

Also pay attention to ISO 9001:2015 4.4.2

"To the extent necessary, the organization shall a) maintain documented information to support operation of its processes; b) retain documented information to have confidence that the processes are being carried out as planned."

It doesn't come right out and say you need a documented IOP, but it sure alludes to it.

Some customer T's and C's still require a quality manual, FWIW.
