Unless your service is related to employment issues, such as a temporary employment agency, the answer is no. Legal requirements, in the context of ISO 9001 are related to the products and services offered by the organization. Check this ISO Paper on the subject at hand.

Could it be a requirement of an interested party, as Stijloor suggested? Which one (the employees, government)?

You have to read the WHOLE requirement. Is compliance with the labor code relevant to the QMS?

Be very careful before you answer this, because once you go that path, it is a slippery slope and any stakeholder's whim would be relevant.

ISO 9001 still is a QMS standard.

Obviously labor relations and compliance with labor laws is an extremely important subject for any organization, but to start impinging compliance to it on the shoulders of quality professionals who, very likely, are not competent to understand and implement labor regulations is a risk, thinking basically.;)
