I have a few questions regarding the new requirements for fixed guards.
Any assistance would be greatly appreciated.

Do all fasteners that attach a guard or cover to a machine need to be held in place or captive?
Currently my company uses socket head cap screws to attach all “CE” guards to the machine. Is this still sufficient?
What constitutes a “tool” to remove a guard? As stated above my company has used socket head cap screws to fasten our guarding, however new literature from some US fastener companies are showing examples of “CE” captive fasteners as phillips head.
