Supplier Development and Management Procedure

Dear all,
I'm trying establish a procedure for supplier develpment and management
it has contained the supplier audit, selection, comparison, daily management, supplier phase out and change.
I also want to have a procedure to monitor and assess the suppliers' performance.
I have searched some procedures, but they are not completed and perfect, Does some friends have the good procedure like us in this forum and could you share me without your company's name?
I'm trying to find a best and reasonable way to monitor and assess supplier.
I think blacker&decker is good in this, who can share some experience from blacker&decker home hardware?
Notes: mechanical industry.
