FDA Philippines has no check or balance outside the health department

The Food and Drug Administration (FDA) in Philippines is under the Department of Health that’s why we lose check and balance. Is FDA in your country independent from the Department of Health? 18 FDAs of different countries have approved Dengvaxia, an anti-dengue vaccine. Unfortunately, Philippines used this vaccine and approved by DFA for mass administration prematurely (Phase 3 clinical trial) that caused the mess.

in the UK, the Medicines and Healthcare products Regulatory Agency (MHRA) is an executive agency of the Department of Health

I mean there is no oversight. FDA Philippines has approved this vaccine and Department of Health (DOH) officials rushed to buy 3 billion pesos worth of untested vaccines (phase 3 clinical trial?) for MASS ADMINISTRATION even there was no outbreak of dengue that cause the mess. Mass vaccination created false sense of security that it can prevent dengue.
