The Chinese don't always respect intellectual property rights. The standards on the website are copyrighted.

By offering them for downloading, international copyright standards are apparently being violated.

In this context, "control" would mean that you can have some assurance that only the latest issues are available, so it doesn't appear that the documents are controlled.

Free standards ?

I just checked the site and on 6 standards I know of 4 were outdated.

Apparently the site was last updated on 2002 07 23.

You will NOT find Quality System Standards (ISO 9001:2000, ISO 13485, etc.) here. These are parts and materials Standards.

Let me suggest (for those who get hinked over the PIRATE aspect of the subject site) that this website is no different from many corporate intranets where companies post product and material Standards (similar to the bulk of the Standards available on the China site) without purchasing site licenses from copyright holders.

I recall a recent past where we found a US Military site which posted some ISO Quality System Standards on a publicly accessible website.

I see this as an attempt by China, Inc. to keep its various manufacturers in the loop by having access freely available to Standards for components and materials which they want to manufacture and sell to multinational companies.

They may have even purchased site licenses for some of these Standards. They don't need any permission to post the obsolete ones (despite the fact many updates of Standards are merely reaffirmations of the previous version with no other changes to text.)

There are many folks who might find use for the ASME or SAE Standard for threads on a bolt.

To the purist:
Consider this site a reference library to learn about a Standard. If your organization will use that Standard, then you can purchase an official, updated version from the appropriate source prior to actually using the Standard in your operation.
