Roddy, I do applaud your suggestions, and am thankful you posted it here.

I think ASQ could benefit with more grass-roots input and implementation.

I must admit, though, I do agree with Jim about the reservations. However, it might be possible to have proctors in the particular city. For example, a class I took online (not with ASQ) allowed proctored tests at the library, a local university, and even a church by a pastor/priest. All proctors had to be approved in advance.

As for the waiting period... As someone who failed their CQE the first time :notme:, that waiting time is valuable to get over the failing grade, study, brush up and get ready for the next one.

The Project Management Institute's Project Management Professional certification exam is given online at numerous test centers world-wide. These are commercial facilities, and one can set up an appointment to take the exam essentially at anytime they are open. They check identification, and so forth, set the testee up at a workstation, and monitor time. I imagine connection problems would be handled much as a power failure and lack of lighting at an ASQ site would be handled, give the testee a chance to re take at a later time. It should not be too difficult to describe the reference material requirements such that site employees could handle this issue. Possibly some sort of submission of a testee's planned references could be arranged with pre-approval, so that the test site would only need to check against a list.

It would require considerable changes to ASQ's system to move to something like this. There would need to be an active bank of questions, so that each testee got a somewhat different test. This would prevent Monday's testee from telling Tuesday's testee what questions were on the exam. This would also require that the cut score methocology be modified. On the positive side, when I took the PMP, my results were calculated while I was doing a post test survey on the site conditions, and I knew I had passed before I got up from the workstation, and had temporary credentials printed before I left the test site! Much different from the wait at ASQ. I suspect ASQ's test strategy is a bit more robust in its accuracy of gaging candidate qualifications, but a good bit less user friendly.

I understand that it's possible to have online exams under controlled conditions, but it sounded to me like the OP was wondering about being able to take exams in the comfort of one's own home. If you're going to have proctors and controls, it's functionally and logistically no different from doing paper exams.

I note a similar system for graduate school entrance examinations. It has an added advantage of allowing staggered starting times for individuals and some of the test centers are open 24/7. There are, of course, special accommodations for folks who may be physically challenged.

I don't necessarily agree the ASQ system is even a bit more robust in its accuracy of gaging candidate qualifications. The whole "cut score" thing has always seemed like a little bit of voodoo to me, despite attending a number of seminars on the process.

As to "gaming" an exam, the question in my mind (especially with ASQ exams) is whether the time, effort, and expense (bribes, favors, etc.?) is worth the result - a passing grade. Remember, most of these tests merely require "passing" and relatively high or low passing scores are not reported to outsiders. In point of fact, I could think of at least a dozen ways to game the existing ASQ system as well as the computer center system described by Geoff. Thankfully, it is almost easier to study and pass without gaming than to take the chance of getting caught cheating.

My Thanks to Govind for the post he made in 2005 linking to ASQ exam examples on the ASQ web site. I appreciate him having taken the time back then to put in all the links.

As a heads up, this thread was started in 2005. The ASQ has since significantly revised its web site since then. I have removed the invalid links.
