One of the requirement of AS9120 is - Value-added distributors would NOT be included for the standard due to customer-product changes. (Use AS9100). See below.

I am auditing a small stocklist broker and they sometimes obtain as removed (AR) stock and outsource the repair to a 145 Certified Repair Stations.

They "control" parts for airworthness thru the use of the 8130-3 tag and the guidance given in 8130.21 to reissue this tag.

Is this considered "value added" and not qualified to become AS9120 certified? Please help

Description of AS9120 standard:

The AS 9120 Standard is the requirements for a Quality Management System based on AS 9100 which adds 100+ additional requirements that are specific to distributors who carry aircraft components like, fasteners, electronics, gaskets, etc. It helps ensure that they handle the materials properly and track the part from OEM to customer. AS9120 was developed for pass-through distributors of aerospace items and addresses chain of custody, traceability, control and availability of records.

Companies that procure parts, materials and assemblies and sells these products to a customer in the aviation, space and defense industries. This includes organizations that procure products and split them into smaller quantities.

This standard is not intended for organizations that rework or repair products. Organizations that perform work that affect or could affect product characteristics or conformity should use AS9100 or another general quality management system standard.

The standard would be applicable for organizations that resell, distribute, and warehouse parts found in aircraft and other aerospace components. Value-added distributors would NOT be included for the standard due to customer-product changes. (Use AS9100)

Your question is an excellent one - the standard is not clear based on your quotes, however, this paragraph in AS9120A might give you the authority to treat brokers as AS9120 - as long as they do not do repairs, maintain, modify or alter characteristics of the product.

If they outsource the repair work, as you mentioned above, they are responsible for product conformity. Certainly, the repair is a value added activity, which, in my opinion, disqualifies this organization from AS9120. The following guidance from the IAQG applicability document applies:
This standard is not intended for organizations that rework or repair products. Organizations that perform work that affect or could affect product characteristics or conformity should use AS/EN/JIS Q 9100 or another general quality management system standard.

So... in conclusion - brokers that purchase or acquire aerospace products should be using AS9110 (overhaul & Repair of products).

They should also read it carefully for Exclusions and Non-Applicable clauses, and they should make it clear that product is outsource but monitored.

AS9120 cable and wire distributors place lines - marking on the wire for identification purposes per PO. Is that considered "value added" or just marking per PO.

In my opinion, yes, that would constitute value added work, because it affects product conformity.

Keep in mind that the eligibility document from the IAQG is a guidance document and not a strict prohibition. There are non-aerospace organizations certified to AS9100, much to my chagrin. So, it would not be surprising to see an aerospace distributor doing value added work certified to 9120.

AS9100:2009 is better with the clarification of applicability

above applicability statement does not include repair work and as Sidney mentioned that even the repair is outsourced,the organisation is responsible.

Most of these companies I audited were ISO9001 registered for years and they were outsourcing R&O. They decided to go for AS9120 because of customer request. They would not have upgraded to AS9120, if it would not allow them to outsource R&O. Can they include the part distribution activities in the scope of AS9120 and the monitoring of the outsource Repair and Overhaul activities under the scope of ISO9001?

Most of these AS9120 certified companies are also ISO9001 certified. Can they use AS9120 to handle the distribution activities and ISO9001 to handle the outsourcing of repair and overhaul activities

I tried to post this comment twice, but it doesn't show up. I am trying it again.

Most of these AS9120 companies are also ISO9001 registered. Can they use AS9120 for the parts distribution activities and use ISO9001 for the outsource of the R&O activities? The activities would be different in the scope of the two certificates. Will this work?

:topic: I see two posts with the same content so I'm not sure what the problem is, but the software is working as it should.
