Who manages QI projects? Quality or PMO? Managing Six Sigma and Lean Projects

In an IT services and solutions company, where Project Manajement as a capability is gaining importance, as it is moving more and more from a transactional to a project management type of business, where would the responsability of managing six sigma and lean projects be?

-Would it be the responsability of the PMO who in addition to their responsability for managing customer projects are also responsable for internal projects?
Or would it be the responsabillity of the Quality departement?
-What would be the role/contribution of each in relation to these knid of QI projects?

What do you think and why?
Any related real life examples or referances, especially those from authorities on the subject, would be of great help.

There are some organization thats have PMO under Quality.
However I think it is key the multidisciplinary approach and a strong method in place with right KPI to apply project management approach.
Quality could drive the process. They should possess all the competences, skills and resources to boost and facilitate the process.
