Recommended practice for furnishing Technical Procedures

I am tasked to document the standard calibration procedures being used in our Calibration Lab. I want to know about the recommended practice for furnishing the procedures. Should they be based on the equipment or the intended calibration tasks? For instance in case of electrical quantities, we use Fluke 5520A High Performance Multi-Product Calibrator. So, here, should the procedures be furnished and classified on the basis of the Calibrator or the intended tasks?

In almost all cases you will write a procedure for the intended task. For instance there would be a procedure for 5½ digit multimeters, not for using a 5520A calibrator.

When you write the calibration procedure the equipment used must be validated to be adequate for the job. And you must document the validation of the procedure as a record. Most procedures will specify the standards to be used and then includes something like "or equivalent".
