Have you worked with complete/ comprehensive LMS or TMS?
1) what have been the limitations / short comings.
2) what kind of processes are modified in your organization for implementation of LMS - TMS.
viz., one difference i noted is that ...they come with a little different mode of scheduling training courses/programs. (viz., courses are announced then personnel have to nominate themselves etc., ....this is little different/difficult to monitor the compliance to completing the training sources.
VS traditionally, its assigned & targetted audience!!! )
3) would you recommend any LMS for a unit/organization (approx 500+ personnel)

While I have not worked with an organization having any LMS / TMS operating, I have been involved with something close to it.
One of the limitations / short comings that I feel is the top management sincere drive and commitment to learning. An other closely associated with this is the inability of the department heads and managers in identification of the needs for actual training.
An LMS unit for a 500+ organization is not a bad idea at all. I would seek great efforts in forming such a small subgroup with good competency in following.
1. Ability to freely interact within the organization in helping understand training and building skills to identify specific training needs within application areas.
2. Help build training faculty within the organization and make a resource pool for use.
3. Train the trainers.
4. Ability to interact with peers and top management in making assessment of training effectiveness.
5. Be able to build and maintain a good training infrastructure and necessary facilities, that will help a long way in establishing a LMS / TMS, which can include workshops for hands on skill development.
6. Be very approachable
7. Have a good Public relation in order to get the best of specialists as visiting faculty.
8. Good organizing, communication skills and pleasing personalities.
.... you may add a few more >>>

and be able to make training a need based and tracked activity perhaps from lean times gap filler activity...
