Dear friend

As per clause 8.4

if the client provide some equipment or tools to be used within the production, is this will be considered as external provided products / services / process

i know it will be a customer property

but my question is it will be considered as a tools provided by external provider and should be evaluated as per clause 8.4

NO.
Just the requirements towards customer property be addressed.
In your case the equipment or tool is not considered as products / services as intended in 8.4

I would suggest, however, that your organization clearly identify that the customer's tools/equipment were used in the manufacturing of their product(s). This way, if there is a problem later on, it could be traced back to the tools/equipment and you need to be able to point out you used the ones they provided (while demonstrating that you took proper care of it while it was at your site).

I presume there are safeguards in place, as well, to ensure that the customer's tools/equipment are not used on other customers' products (unless agreed to)?

I think it is better to react with tools or equipments provide by clients with clause 8.4

May be the client choose non suitable tool or equipment that could affect the final products

8.5.3 addresses this:
When the property of a customer or external provider is lost, damaged or otherwise found to be
unsuitable for use, the organization shall report this to the customer or external provider and retain
documented information on what has occurred.
