The manager sort of apologetically pointed out this was an entry level position. "Oh don't worry, I don't need to be the boss..." On Friday he said he believed there would be lots of room for me to grow, which would be refreshing. I haven't enjoyed that kind of mobility since leaving the Navy.
In any case, what got me this job was a lot of experience with corrective actions ("Hundreds", I said) and understanding there is not a one right way to do things; maybe we could work with suppliers, especially the small ones complaining about complexity of requirements, to keep cooperation high.
