Hey Bill,

Preventive Action should come before Corrective Action.

Why state it the wrong way around?

Corrective action is what you do when preventive action doesn't work (or has not been taken). CAPA is the usual term, as far as I know; I don't see PACA much, although it means the same thing.

http://www.labqualityconfab.com/wp-content/uploads/Serrano2.pdf "Error Proofing Your Lab by Turning. CAPA (Corrective Action/Preventive. Action) Into PACA (Preventive. Action/Corrective Action) " is an exception.

For years CAPA confused people as they took it to mean correction followed by action to prevent it from happening again.

Elsmar has yards of correspondence on this.

Instead I’ve always said PACA as in either preventive action or corrective action sharing the same approach to removal of root causes.

My perception was that the corrective action prevents recurrence (as opposed to containment), while preventive action anticipates the trouble in advance and keeps it from happening even once. Preventive action removes the root cause before the fact, while corrective action removes it after the fact.

I do know that some organizations confuse containment with corrective action. Containment is swatting flies while corrective action is removal of the waste pile that attracts them (as stated by General Curtis Lemay).
