SCAR to Vendor or Manufacturer?

I just started working with material coils and am seeing to many nicks and scratches on the material. I want to issue a SCAR but not sure who to give it to. We purchased the coil from one company but it is manufactured by another company. Who should get my love note?

P.S any tips/advice on working with coils would be appreciated!

What is the specification that hasn't been fulfilled? What prevents you from talking with the supplier about it?

Scratches and marks on coil. Our PO to them even says "no scratches or marks on material"

This is is my first time as a QC manager and trying to figure out what to tell them or how to talk to them about it before issuing a CAR.

Howard is correct. The distributor is the company with which your company has contracted to supply the coils. The coil manufacturer is their supplier. Send the SCAR to the distributor. It is their responsibility to work with the coil manufacturer to determine root cause and corrective action.

Pick up the phone. The only way you have a chance of coil stock arriving blemish-free is if you ask for (and pay for) it to be interleaved with paper. If the supplier accepted a PO that requires the material to be blemish-free, they're stuck, but you still need to talk to them about it.

Follow the money. I used to do QA for a fastener company. We would source fasteners and use our relationships with manufacturers to provide products. Complaints came to us first
