I agree with your point of view till October.
but now with the new IATF sanctioned interpretations, including the clause 7.2.3. (referring that the items a),b), c), d) and e) only apply for QMS auditors) what do you think?
If for example the scope o a 2nd party audit is only a VDA 6.3 audit, should this auditor be qualified for ISO9001, IATF, automotive process approach, etc?

If you are questioning 2nd party auditor competency, then do not refer to IATF16949:2016 clause 7.2.3. Please refer to 7.2.4. It is clear, 2nd party auditors shall meet the minimum core competencies including:
Automotive approach to auditing
Applicable customer and organization specific requirements
ISO9001 / IATF16949 requirements
Mfg processes being audited
Applicable core tools (APQP, FMEA, SPC, etc...)
How do plan... an audit

2nd party auditors (those that are conducting audits at suppliers) must be competent to IATF16949:2016 clause 7.2.4

but .... if the scope of the 2nd party audits at suppliers will be only process audits and not system audits, why the requirement is different than the applied to the company internal auditors? Doesn't make sense...

in the case the 2nd party audit scope is a QMS audit, I agree that all the mentioned requirements are applicable but for process audits as VDA 6.3, I don't understand why.
