What is the meaning of point 4.5.2.1 – Engineering Specifications?

The question is the timely review is the time for implementing the engineering change or instead the timely review is time for the reunion of APQP team for implementing the change?
This statement is about what you do when a customer requires a change. It says you have to review the proposed change and that you cannot wait 6 weeks or 6 months - you have to review it in a 'timely' manner. The requirement is to ensure a company acts on the customer change request quickly.

As to whether you have to call the APQP team together - well, if still in the design stage this is correct - typically the design team / APQP team would address the issue. However, I really think this is meant more at changes requested by the customer during production. In that case, you would call together an 'appropriate' team. Your system should define how you handle incoming customer requests. In a lot of companies these come in through sales and sales coordinates. However you do it, make sure you have a system defined.
