5S - Difficulty in Standardization

We observe too much stock beside lines and trying to decrease stock level by implementing 2S - Straighten.

I suppose we are talking about mindset here, so: Do you know why too much stock is being kept there?

Added in edit: OK, so the forklift drivers bring too much... The question is why they do it? Do they want to limit the no of runs they have to make? Surely they do it for some reason, but what is it?

You need supermarket or FIFO lane with kanban signalling rather than 5S. Your problem is uncontolled WIP at shopfloor, ie being pushed than pulled. Control incoming material quantity through kanban signalling& build 2S according to defined supermarket or fifo size, you can easily standardize .
