The documented process can be understood as a documented procedure/flow chart/anything that suits your organization.
You can prepare a procedure specifying how you'll motivate and empower employees to:
- Achieve quality objectives (this can involve man of the month awarding / best employee awarding / performance pays / performance linked appraisals / monthly or periodic motivation programs to recognize achievements of certain individuals, teams, and departments/opportunities for people to showcase their achievements in team or companywide presentations / etc.)
- Make continual improvements (running a suggestion/kaizen scheme, awarding best suggestions/people with maximum suggestions or kaizens, running competitions internally-then awarding or rewarding, opportunity for people to showcase the improvements done by them in external forums, etc.)
- Create an environment that promotes innovation (Running a suggestion or kaizen schemes, etc. as above can be helpful here. Additionally, any initiatives demonstrating how you are welcoming new ideas for enabling innovation can be helpful. E.g. Giving people chances to form teams / participate in improvement programmes, patenting, etc.)
- promotion of quality and technological awareness (training programs on quality tools, advancements in technologies / sharing links or articles on such tools or advancements, visits to customer end or other companies to check how quality tools or technologies are adopted/attending conferences / attending exhibitions, etc.)

Above are just examples. Whatever practices you are deploying to motivate employees to achieve quality objectives, make continual improvements and create an environment promoting innovation, promotion of quality and technological awareness can be added to the procedure based on your organization's needs.

I agree it is confusing. Motivation isn’t a process, in my experience. But then IATF is full of requirements which show the authors don’t understand many things. I’d recommend simply writing a procedure which says, “here’s how we motivate people:
1) we encourage participation in CI activities
2) we blah, blah, blah etc

You can always identify your poor performers, those with bad attitudes, etc and use a form of this.........Decimation.

In addition, KPI should be set, otherwise the question could be"" "how does the organizations undestand if it is effecvie and efficient in motivation and empowerment of employees"? Consider also the promotion of the quality awareness and technology across all the organization. Could be a training to all employees dealing with this topic enough to meet the requirement?

Absolutely wrong! A KPI is NOT required. You certainly can invent one if you want; but don't state that it "should" be in place.

Example: One element of motivation is patent writing and publishing and the support the org provides. You do NOT need a KPI to prove to anyone on this process!

Example: Bonuses - by nature are motivation; you don't need to create a KPI for bonuses - period.

Beg to differ. There is no requirement to determine process owner, nor effectiveness/efficiency measures for "Documented" processes.
You/ your organization can do it, but there is no such requirement.

Documented processes can simply be understood as procedure/flow chart/turtle chart.
