If an AS9100 certified precision machining shop outsourced heat treatment or plating services to their vendors, is Clause "7.5.2 Validation of Processes for Production and Service Provision" allowed for exclusion?

No. The fact that you outsource special processes does not absolve you from the responsibility of ensuring such processes are properly validated.
Therefore, the exclusion would be inappropriate.

I would have the Supplier Quality group monitor the outsourced Special Process. You will still have to provide objective evidence of Qualification\Validation of the same. I am assuming the Supplier group will be in-charge of the supplier Qualification.
