Iso TS 16494 section 8.2.4.1 refer to layout inspection as a full dimension report and functional test for all product and should apper in the control plan. no period of time is mensioned. I would like to know if the agreement on control apear in the control plan then the period or the execution of this request depend on the control plan and agreement with the customer. or you need to do the full measurements in a defined period and wich period?

For all identified characteristics, the acceptance criteria for the evidence of conformity is to be defined. The in process and Final Inspections are to be conducted to make evidence for the same. The necessary records are to be maintained as given in the above stage documents.

The in-process inspection and testing is carried out through “First Off” piece approval and patrol inspections. No product is allowed for further processing until it has undergone such in-process inspection and testing, as detailed in the stage documents. The key process activities are directed towards the defect prevention by using appropriate methods; such as statistical process control and error proofing (where applicable).

Ayelet,
Refer to your customer specific requirements. Ford and DCX require an annual layout. GM does NOT require an annual layout.

Did you mean "Ford and DCX require..."?

Note that a customer waiver may be obtained for this requirement.

In the case that there is a defined layout requirement in the customers requirements which you should have received then the frequency is stated- as said Ford and DXC want annual, most of the German based companies also want annual layouts.
If there is no stated requirement then according to your knowledge and experience of your parts and process can decide on the frequency. You must be able to justify the period defined. An extreme would be to put in the control plan layout with a frequency of "At PPAP"

Once it is in the control plan then with approval of PPAP you have customer approval and this is above any requirement of the standard

Layout inspection equipment an Internal laboratory?

I have a further question regards Layout inspection. Our company recently purchased a 3D layout measuring machine - does this now constitute an Internal Laboratory?

Having the equipment does not in itself constitute an internal lab. If you use the equipment to measure parts made within your process, (which would be an internal lab), you will need to add the equipment to your scope (if you already have one). If the equipment is used to do measurements for a third party (not parts made by you), you may be required to be certified to ISO 17025.
