8.5.1 Continual Improvement - What Quality Objectives can I add? Construction

Hi, im a newbie here and i find this forum informative that's why i decided to register and seek advice from you guys.

Im working as a QMR in a construction company somewhere here in the middle east.
My main task is to establish and get the company be certified to IS0 9001:2000 (by that, I set our objective/Target as "Establish, implement and maintain XXX QMS that will lead to certification to ISO by the end of Y2007) Our company has been recommended for ISO 9001:2000 standard certification last month (Nov), exactly 3 mos from start.

Because of the requirement of 8.5.1 Continual improvement, I was thinking on what new or additional objective/s shall I make related to my function as a QMR.
I hope I could get advice from experts out there.

conducting internal audits on time

closing NCRs on time

number of NCRs / observations raised per external audit

improving internal communication

archiving of project related documentation / records ....

As far as continual improvement in construction, a large part would be contingent on what type of construction you are in. I was talking with my family (pipeline business) this weekend. One of the big items they talked about was the bidding process and the accuracy. Not only could it be bid accuracy, but reducing the amount of preparation time (coupled with accuracy).

What about establishing bidding accuracy? You could measure how long it takes to generate a bid, then measure how accurate the bid was. You could keep an average of what % deviation you are observing from the bid and the actual cost of the job. Also, # of change orders (billable and/or non-billable) could be a continual improvement goal.

I'm not sure if that is close to what you were thinking. Feel free to re-post if I missed your objective.

To facilitate the above, the company has adopted the ISO9001:2000 QMS in all its processes...

We establish measurable Q/Objectives, review the results periodically....and achieving continual improvement.

Top management....will provide necessary resources & training and is fully committed to implement the requirements of the QMS.

I would start by establishing three or four main corporate QOs that are derived from QP. e.g.
  1. Improve Customer Satisfaction
  2. Improve on-time delivery
  3. Improve financial Stength
  4. Improve employee job satisfaction
Here are the areas I would start to focus on:
  1. Improve the quality of the instrumentation (Technological advancement)
  2. Improve the on-time delivery of material and services (Supplier development and management and streamline business network)
  3. Improve the quality of the material and services
  4. Improve the quality of human resource services (As Phillip Crosby said,"hire good people and keep them good."
  5. Reduce the cost of services. (Eliminate non value added activities)
  6. Remove demotivating factors to enable employee job satisfaction. (Involve people and let them be managed by processes and process objectives.)
What associeted improvement projects can you select for these objectives?

I am attaching the QOs that I developed for my last client as a starting point. I structured it in two levels. Top level QO is aligned with the mission statement and business objectives. In addition, each manager and employee was encouraged (Forcefully) to identify his/her role in QO and come up with one or two improvement plan.

Don't forget to make them S. M. A. R. T

I am still not sure whether you would like to work on continual improvement objectives for your company or for your function as an MR.
