8130-3 Correction / Re-issue

FAA Order 8130.21 H provides guidance on correcting an 8130-3 for typographical errors. Would an omission of dual release be considered a typo in anyone else's opinion?

I'd consider it a non conformance. An omission is just that and not a typographical error. I'd treat it as a reissuance for returned products and articles, as said products and articles may as well be a goldfish bowl without the signatures
