8D timing questions and Interim Action Response

What is the purpose for an interim action response to be returned within 24 hours after a corrective action is issued. I am trying to explain to my boss why it is important to get containment actions documented and returned within 24 hours. Documenting and sending back containment actions within 24 hours does not correct the problem, based on what my boss says. I have been taught that the 24 hour target time for interim is 1) painful for the supplier, and 2) gives the customer an insight to the activities occuring during this time period. Can someone tell me if that is correct.

Why is "painful for the supplier" considered a good thing?

I don't have much of a problem with letting a customer know that you are aware of a problem and trying to do something about protecting them, and there usually shouldn't be much reason you couldn't at least come up with a plan within 24 hours. If it makes the customer happy to know that you're on the case, why not do it?

An interim action / containment plan is not supposed to correct a problem nor is it a corrective action plan. It is how you are sorting, segregating, identifying, replacing, reworking, recalling, containing, scraping or doing whatever to the nonconforming product that has already been produced in order to protect the customer until you have corrected the problem.

I am not looking to cause pain to a supplier. The mere fact that a corrective action was issued, is pain enough for the supplier. I was a Quality Manager for 8 years that supplied to GM. I know what pain is. My boss believes that the interim action be verbally communicated in the initial call and that all actions be documented and turned in with the permanent action plan that is due 7 days after corrective action notification. I didn't agree. the submission of interim actions within 24 hours gives the customer a better understanding of what is in place to avoid further quality issues from getting out of the facility. Simply said, it gives the customer a warm and fuzzy feeling that something has been put into place. Granted, all the customer has is the suppliers word through the documented interim action plans.
