Can you clarify/confirm

You are looking for a statement/process that you can include in your QMS around how to manage risk, assess risk and define acceptable risk... is that correct?

Take a minute and paste the text from clause 7.1.1 in a post. That might help. My assumption is you are asking how to comply with that specific clause of AS9100C.

1) In the standard you have destroy all scrap can we place the scrap document it on our routers and have a company melt the metal?
2) Frozen Planning can anyone explain?

What I glean from this requirement is that you initiate a suitable project management process... such as use of a GANT CHART tool, or similar.

Does this sound feasible to others?

1. Clause 8.3 of AS9100C states: Product dispositioned for scrap shall be conspicuously and permanently marked, or positively controlled, until
physically rendered unusable.

You do not have to destroy all scrap. You have to positively control it ( ie by locking it up) until it has been physically rendered unusable. You can melt the metal as long as you have controls to ensure that it has been melted.

2. Frozen planning occurs when the customers asks the supplier to provide the planning or process sheet that provides the routing and instructions for manufacturing. Once approved, you cannot makes changes to the plan unless approved by the customer or approval authority.
