A few things that may help...
There is a requirement in ISO/TS 16949:2002, Clause 5.6.2:
The input to management review shall include information on
f) changes that could affect the quality management system, and..."
The new FMEA manual can be viewed as a change that would have an effect on the quality management system, thus, Top Management is expected to develop a (transition) plan.
In addition, most Customer Specific Requirements include the following (or similar) language: "The latest edition of the reference documents listed applies..."
The Organization is expected to utilize the latest revision of the AIAG Core Tools manuals.
So, even though an "effective" date is not specified, some action is expected to facilitate the transition.
We may hear more from OEM's and CB's soon I think....

Good question - I did not see an effective date of the FMEA book in the Forward. That may be because they state:
"The manual does not define requirements; it is intended to clarify questions concerning the technical development of FMEAs."
So, if it is not a requirement, how can it have an effective date?
