I'm a little surprised at all of the shall-counting. While it's a good idea to take notice of them, aggregating and enumerating doesn't seem to serve a useful purpose. On the contrary, when you're trying to sell people on the idea of a structured QMS, it's probably not a good idea to on the one hand encourage them to participate and on the other hand them a heavy box of "shalls" and tell them indirectly that they're going to have to start carrying that load every day.
