The International Accreditation Forum and its regional member body APAC have been incapable and unwilling to crack down on claims and fraudulent activities in the Middle East and India regions, opting instead to side with the various bodies and allow the unethical practices to continue.
And, then, the IAF wonders why certificates are not given credibility by users. People should realize that organizations such as the IAQG, IATF, TIA, etc...only perform oversight of the accredited certification process in their respective industries because they DO NOT trust the AB's to do their job on their own. It is NO ACCIDENT that the number of ISO 9001 certificates PLUMMETED in the 2018 survey. It is that simple. Meanwhile, the IAF, as a good ostrich, with their heads in the sand, is missing in action.
Let's not forget the words of Mr. Simon Feary, back in 2005 (heloooooooo......15 years ago):
"...Free markets, an over-abundance of providers and the voluntary nature of certification have allowed short-term commercial interests to exploit opportunities offered by naive markets and complicit or disinterested governments. But put another way, simply and bluntly, accreditation has failed to do its job adequately and the certification product has leaked credibility...."
Things have not improved an iota since then; just the opposite. Meanwhile, the IAF just released a strategy paper for the 2020-2025 period.
