Applicability of IEC 60950-1 Table K2 - Minimum clearances between circuits

The IEC 60950-1 table K2 is to define "Minimum clearances of primary circuits and between primary and secondary circuits", and in IEC 60950-1 there seems no definition of "circuit" itself but only something like "interconnecting cables". So such clearance should based on the electric field built and dielectric strength of medium so usually in fact electric strength would be much less than the dielectric strength based on such clearance if between circular conductor. However the shape of conductors in the circuit in reality would be different and so skill like Gaussian surface or integral of original form should be considered. Any experience and please comment
