What approval levels do you have for ISO 9001

What is best practice for Procedure Approval? We have a manufacturing company with about 2000 procedures. I am am the QMR for Shared Services (Finance, HR, Marketing, Purchasing, Sales) each with their own HOD. Some of these procedures apply for the whole company (HR) while others are SSC specific (Finance).

Should these procedures be approved by HOD or HOD as well as CEO? Previously CEO was specified in 4.2.3, but later removed because of the burden.
BUT: What would be best practice?

How many employees are in your company? Can I assume that HOD is head of department (not human organ donor)?

I believe that the primary personnel reviewing and/or approving documents should be subject matter experts. I doubt that the CEO has in-depth knowledge of all 2000 procedures.

We have no where near 2000 procedures. But, we have Manager of department and Manager of input provider or output receipiant review also.

We presently require CEO approval. I beleive the logic is that since the CEO or top management must approve changes to the quality manual, then the procedures to meet those requirements must be approved in the same way. Procedures that are not related to the quality manual only require quality manager approval.

May want to differentiate between Review versus Approval. Review should be subject matter experts, Approval should be process owner. They may be different people.

Very good first post. Let us examine what the book says:

4.2.3 Control of documents: .........A documented procedure shall be established to define the controls needed.

a. to approve documents for adequacy prior to issue.

b. to review and update as necessary and re-approve documents.

..........
Since a documented procedure is needed 'to approve' documents (proceedure in the current context), but ,who can' is left to the 'Top Management'. View 4.2.3 in conjuction with 5. Management responsibility:

5.1 Management commitment: Top management shall provide evidence of its commitment to the development and implementation of QMS...
Throughout 5.2, 5.3, 5.4, 5.5, 5.6 it echoes "Top management shall ensure...

"The Top Management" can be one or more persons depending upon the size of your company.

'The best practice' is again for your organisation to decide.
