Are Control Plans "Summary Documents" not meant to replace Work Instructions?

I've somehow lost my ability to log in on the AIAG website to double check something so I was hoping one of you guys could help. Does the latest version of the APQP book still refer to Control Plans as "summary documents" which are not intended to replace detailed work instructions? I'm workig up to a radical shake-up in our QMS and I need to know that I'm on solid ground, so to speak .... but I can;t do the reserach myself because of the IT foul-up!

Remember the AIAG APQP Manual is a document that contains guidelines. Each organization must decide on the most effective and efficient methods that work for them and their customer.

Here it is:

On Page 43, first paragraph it states: "The control plan does not replace the information contained in detailed work instructions."

APQP does not make control plans mandatory. TS 16949 7.5.1.1 does (and also work instructions where appropriate)
