Are Quality Objectives applicable on HSE Department?

Are quality objectives applicable on HSE Department? and if it is, could anyone tell me the examples?

There is three scopes here:
1. Quality, 2. Health and Safety and 3. Environments.

Each should have objectives to improve the system. one "MAY" or "MAY NOT" be applicable to the other.

For example:
Objective: Improve the quality of the product to be more safe during the handling process will be applicable to the Quality and Health & safety.
Two birds, one stone.


Another Example:
Objective: Increase the number of retained customer.
That is a quality objective but I can't see how you can apply it to Health or Environment.

So, I guess it depends on the objectives.
but as a management system. all should have objectives.

Important Note:
What is required by the ISO or the OHSAS is to have objectives established at "RELEVANT FUNCTIONS" of the organisation.
so if the HSE does't affect the quality of product, then it is not relevant and you can exclude this department from the quality objectives

Yes, to the extent that HSE management results in a work environment that is conducive to quality (see 6.4).

But, unless unsafe work environment is a particular problem - which could be addressed by corrective action, fulfill all the objectives implied by clause 8.4 first.

Quality is about customer satisfaction, its about the entire impression or picture the customer gets about us. Safety cannot be excluded.

ISO 9001, ASOHS 18001 are risk control standards. Do what these standard require and you will be controlling risk to yourselves and the customer and so come acrosos to the customer as a well oiled, professional, efficient, effective, reliable and dependable organisation.

So how does safety come into this? Well, how can you be percieved in the above ways (a good quality organisation) if your safety performance is not very good?

Your safety objectives will nee to in some way contribute to your quality objectives.

Maintaining a SAFE working environment means you are doing what you can to keep your necessary work force in working condition. If environment is not safe, then injuries or stress can lead to worker shortage which can delay shipments... impacting quality requirements for delivery.

Environmental controls can play a significant role in producing quality products. The printing industry relies on temperature and humidity to be within ranges in order to provide print registration as paper changes dimensionally with moisture content and inks need to cure properly.

HSE may direct purchasing of safety equipment for staff and facilities, so they integrate into the QMS structure as well.

In our organization we have separate departments Quality and HSE, and we are having our own HSE objectives which indirectly contributes to Quality, so do we need to make separate quality objectives?

If you want to achieve certification to ISO 9001, you will need to meet the requirements for quality objectives. I don't know whether a department needs them (internal decision) but the company certainly does.

ISO 9001:2008 clause 5.4.1
Are your Objectives consistent with the quality policy?

If yes, then it is acceptable. It doesn't matter if it was issued by HSE department or QA

If the answer is No, then you need another objective

Objectives are generally stated at the company level, that does not mean that departments cannot create objectives that are in-line with the company ones and even task them to individual levels as well:

Company objective - Meet on time delivery of 98% or better
HSE objective - Ensure a healthy & safe working environment for all employees
Safety Manager objective - Perform at least two safety walk-throughs in the production area daily.
